  • Job Title: Lead Digital Learning & Immersive Experience Designer

  • Salary: The starting salary is £63,409, which includes allowances totalling £3,009 allowance. The salary is broken down as £60,400 basic salary, which will increase annually until you reach the top of the scale £65,886. Plus, a location allowance of £2,009 and a non-pensionable allowance of £1,000.

  • Location: Hendon, Westminster, Sidcup

  • Working Pattern: Hybrid – 3 days per week on-site across either of the three locations

  • Purpose: To support the ongoing demand for MPS learning products, e-learn - Virtual reality, hydra, immersive programme design and wider L&D delivery requirements including Leadership academy .

Role Summary

This senior role leads the design and delivery of immersive, digital and blended learning content across the Metropolitan Police Service (MPS). It ensures architectural and technical compatibility with the LMS and oversees the strategic development and management of the Met's digital and virtual reality (VR) learning capability.

The postholder will ensure learning interventions drive knowledge retention, improve learner outcomes, and are fit for purpose across a range of high-risk and complex learning need. This includes leading the design, development, and deployment of digital content, managing the content catalogue, and developing design guidance to ensure quality and consistency.

The role also oversees the build of the virtual and immersive branch on content design, supporting our Leadership Academy in development and design.

Key Result Areas

  • Development of internal Immersive resourcing, capability build and deployment.

  • Act as project lead for content creation initiatives, including authoring design proposals and recommending build options (internal or external).

  • Lead end-to-end lifecycle of content development: design, build, test, deploy, and review.

  • Evaluate internal capabilities against commercial solutions to determine the most appropriate and efficient content build route.

  • Modernise and rebrand existing content and learning pathways for consistency and professional standards.

  • Embed operational and community relevance by leading the integration of SME operational subject matter experts within the development process.

  • Provide organisational assurance by aligning content creation with governance, risk and compliance expectations.

  • Own and manage content development budgets, team workflows, and project timelines.

  • Lead a team of immersive, creative, technical and non-technical professionals to deliver innovative digital learning experiences.

Essential Criteria for role holder

Knowledge

  • Strong understanding of commercial, procurement, and contractual constraints affecting training platform decisions.

  • Ability to proactively identify risks in content development, including delays or inappropriate content release.

  • Experience implementing blended learning at scale in complex environments.

  • In-depth understanding of content development within policing and law enforcement settings.

  • Familiarity with VR concepts (e.g., 3-DoF/6-DoF, latency, rendering techniques).

 Skills

  • Skilled to graduate degree level (or higher) in learning and design or equivalent technical degree or relevant industry experience.

  • Proficiency in digital learning software and real-time development tools (e.g. Articulate 360, Adobe Creative Cloud, Unity, SCORM standards).

  • Technical skills in VR, including spatial UX, interaction design, performance optimisation, and scripting (C#/C++).

  • Knowledge of accessibility and compliance standards in immersive content.

  • Strong capability in blended learning solutions, including face-to-face, virtual, and self-directed formats.

  • Demonstrated understanding of the design-build-test methodology.

  • CIPD or equivalent professional qualification (desirable).

 Experience

  • This senior manager will have a proven track record of experience driving blended learning packages through the design, build and test lifecycle within a technical or innovative environment. Train the Trainer qualification or relevant educational design experience or College of Policing sector standard.

  • Experience of Train the Trainer, educational design, or sector standards (e.g., College of Policing).

  • Experience influencing internal and external stakeholders to secure high-quality learning outcomes.

  • Demonstrable background in technical VR architecture and programming.

  • Leadership experience managing teams to deliver L&D content across platforms.

  • Experience in analysing and presenting performance data, dashboards and workflows.

  • Proven ability to manage senior stakeholder relationships and lead service delivery.

  • Evidence of research-led education design (ideally within policing or security sectors).

  • Experience as an educational practitioner.

  • Policing experience (desirable).

Internal to the Met

  • Reports to the Head of Content Development. Line manages up to 6 FTE, including Immersive Designers, Video/Film Unit staff, and Content Developers.

  • Continuous engagement with organisational change programmes to ensure resulting training needs are identified and met.

  • Links with a wide range of internal managers & critical partners.

External to the Met

  • Builds effective relationships with external stakeholders and licensing bodies (e.g., College of Policing).

  • Monitors and integrates developments in digital learning and VR delivery standards to continually enhance organisational capability.
